If there's any group that can drive the base R34 GTR to its potential (and beyond as they like to exaggerate things) it's Best Motoring.
Look at the cars that were quicker than the GTR (with all of them being driven by BM) on small tracks like Tsukuba, where the GTR would really shine. It's slower than the 993 GT2 at Tsukuba and Suzuka. Now, I'm almost certain the GTR would never go over 110 on a track as small as Tsukuba and its AWD system would be at its prime on a track with such tight hairpins. And yet it's slower than many cars, including the 993 GT2.
Now, the 993 GT2 is clearly the quicker car. There really is no arguing that. What is the GT2's Nordschleife time? 8:09...
There's no doubt the GTR would be faster without a limiter, but I don't think it would be that much faster.
Also, the quick time you're talking about is the 8:01 V-spec R33. And it's a well known fact that the car had weight and power differences, as well as the limiter removed. SO yeah, unless I see proof, a 7:49 is BS.
You will also need GTR bonnet hinges, GTR bumper support bar and bonnet locking mechanism. In other words you need and entire GTR conversion to do it right, unless you get GTT-R conversion fenders that just give the back a wider stance without affecting the side skirts and rear tailight covers. The above is the same for every model R32, R33 and R34 that is the most basic and common difference between the words gtr and gtst. From that there is quite a few different varieties with lots of differences ranging from very minor, like interior stitching color and an exterior sticker, to pretty major, like motor's and body kits.
I mean, come on... That's Audi R8, M3 CSL, 997 GT3 RS territory. Give me a break...

Mechanically the engine is stock and all the modifications done are to enhance the pleasure and improve the longevity of this car. Bodywise she is immaculate no rust or dents etc. Mechanically perfect too drives absolutely perfect throughout no crunching when changing gears and does boost all the way to full power with no hesitancy or smoke etc. Interior is very smart and clean the seat bolsters have not collapsed and the cloth is perfect too.
